The Palau Agriculture Policy Bank

In Palau, the mission for the Bureau of Agriculture is to promote, develop, protect and conserve the Republic's land-based natural resources and to assist families to have the skills, resources and opportunity to ensure sustained food production, nutrition, food security and wise stewardship of ecosystems.

The Republic of Palau is an archipelago nation in the North-West Pacific, comprised of 16 states in free association with the United States. The population of Palau is approximately 18,000 people. Agriculture is one of the key economic activities in the country, along with tourism and fishing, however agriculture contributed to only 1.4% of Gross Domestic Product (GDP) in 2014, dropping from 4.9% in 2009, 10 & 11.

The main crops grown in Palau include taro, tapioca, tropical fruits, and vegetables. Livestock activities primarily involve poultry (for eggs and meat) and pork, and aquaculture is also practiced. Food imports are significant, comprising 9.1% of total imports (by value) in 2013.

Approximately 2.5% of household income is derived from agriculture and forestry activities (2006), and 7.8% of the national labour force is involved in activities in this sector (2005). 10.9% of the total land area is considered arable (2012), and 87.6% of land area is currently forested (2015).

    This document is the national policy for strengthening food security in Palau as a priority climate change adaptation measure. It outlines four cornerstones of resilience, and establishes an institutional framework and a five-year action plan for implementation

    This policy was developed as part of the Pacific Adaptation to Climate Change (PACC) program with support from the Secretariat of the Pacific Regional Environment Program (SPREP).

  • LEGISLATION AND REGULATIONS

    The Palau Farm Loan Program was established in 2013 to proactively support the development of local farms, with the intention of countering the reliance on imported produce.

    The program integrates business development assistance, financial resources, and technical assistance for local farmers. It involves the National Development Bank of Palau providing loans of up to $20,000 at 3% interest to eligible farming start-ups, contingent upon the applicants working with the Bureau of Agriculture, the Bureau of Marine Resources, and the Palau Small Business Development Center.

    The Palau national Household Income and Expenditure Survey (HIES) was implemented over a 12-month period from November 2013 to October 2014, covering 869 households, and includes information on population, expenditure, income, and additional analysis.

These regulations are intended to prevent the introduction and further spread of injurious insects, pests, and diseases into and within the Republic; to provide procedures and conditions to ensure the safe movement of plants and animals and plant and animal products into and out of the Republic; and to fulfil international obligations to prevent the movement of pests in international trade and traffic.
