The Pacific Agriculture Policy Project

"The Intra-ACP Agricultural Policy Programme (Intra-ACP APP) is a broad technical cooperation framework focusing on the Caribbean and the Pacific. The Programme supports the reduction and eradication of poverty in the African, Caribbean and Pacific (ACP) countries through sustainable development and integration of smallholder agriculture into national, regional and, where appropriate, global markets."

"The Programme draws on the technical and institutional resources of all ACP regions, but also considers social, economic and technological tools for agricultural development that have been tried and tested elsewhere. The Intra-ACP APP has a budget of €20 million for 2013–2016. It is funded under the 10th European Development Fund (EDF), which supports development cooperation between the EU and the ACP states."

The European Union supported Pacific Agriculture Policy Project (PAPP), implemented by LRD, SPC in the 15 Pacific African Caribbean States (ACP) (Cook Islands, Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu) and including East Timor, is part of a broader European Union partnership under the 10th European Development Fund (EDF 10) with the ACP. PAPP is aimed at addressing the development needs of smallholder farmers and the commercial agricultural sector in the Pacific region by providing clear, evidence-based frameworks for promoting production, research and development, extension, agricultural statistics and promoting stronger linkages to national and international markets through farmer associations and the commercial sector. PAPP (€8.6 million over 4 years to 2017) commenced implementation in June 2014.

In the framework of the project, there are three Key Result Areas (KRAs) expected to be achieved by PAPP, SPC:

  1. Strengthen regional agricultural development strategy.
  2. Improve the dissemination and adoption of applied agricultural production research technologies.
  3. Contribute to agricultural enterprise development through improved market linkages.
